David Manning
Sir David Geoffrey Manning (born 5 December 1949) is a former British diplomat and ambassador. He served as the British Ambassador to the United States from 2003 to 2007. Manning is known for authoring the 'Manning Memo', which summarized a meeting between President George W. Bush and Prime Minister Tony Blair prior to the invasion of Iraq in 2003. He began his career as a civil servant in the Foreign and Commonwealth Office in 1972, and has served in UK Embassies in Warsaw, New Delhi, Paris, and Moscow. Manning has also held various senior positions within the Foreign and Commonwealth Office, and represented the UK in Brussels.
