    James A. Higgins Biography
    James A. Higgins (c.1889 – November 26, 1962) was an American lawyer and politician from New York. Born in Brooklyn to Thomas Louis Higgins and Mary Scott Higgins, he graduated from Erasmus Hall High School and Fordham University School of Law. Higgins was a member of the New York State Senate from 1923 to 1926 and served as Chairman of the Committee on Privileges and Elections. He married Frances Heaviside, a niece of Gov. Al Smith, in 1926 and they had three children. Higgins was appointed as the New York City Commissioner of Accounts from 1927 to 1932. He passed away on November 26, 1962, and was buried at St. John Cemetery in Queens.
