Paul Francis

Paul Francis is an American business executive and politician. He has served in various positions under three Governors of New York, including as the Director of State Operations. In this role, he oversaw the state's major departments and other government offices. Born in Santa Monica, California, Francis was raised in Chappaqua, New York. He earned his degrees from Yale College and New York University School of Law. Prior to his political career, Francis worked as an associate at Shearman & Sterling LLP and Skadden, Arps, Slate, Meagher & Flom LLP & Affiliates. He also served as the Managing Director at Merrill Lynch. Francis is recognized as one of Albany's influential behind-the-scenes players.
