Robert G. Joseph (born 1949) is a senior scholar at the National Institute for Public Policy. He is an American diplomat and former government official who has held several key positions in the field of arms control and nonproliferation. Joseph served as the United States Special Envoy for Nuclear Nonproliferation and the Under Secretary of State for Arms Control and International Security. He played a pivotal role in creating the Proliferation Security Initiative and the Global Initiative to Combat Nuclear Terrorism. Joseph is also known for his successful negotiations with Libya, leading to their abandonment of weapons of mass destruction programs. He is the author of the book 'Countering WMD' which chronicles his experiences. Joseph holds degrees from the United States Naval Academy, St. Louis University, the University of Chicago, and Columbia University.
