In September 1940, Henri Marre arrives in Vichy alone, seeking entry into the new authoritarian administration with his self-published manifesto Notre Salut. Broke and estranged from family, the 49-year-old applies an engineer's emphasis on efficiency to serve the regime, pursuing usefulness while attempting to escape personal ruin and retain power.
