Winning was born in Calgary, Alberta and started making films at the age of ten. In 1979, he received a Canada Council grant to make his first feature film, 'Storm,' which was screened at Cannes. He became a dual citizen of the US and Canada in 2003 and currently resides in Los Angeles.
