Doug Anthony Hutchison (born May 26, 1960) is an American character actor, known for his roles in movies and TV shows. He has portrayed disturbing and antagonistic characters in various films such as The Chocolate War (1988) and Fresh Horses (1988). Hutchison is best known for his role as the sadistic corrections officer Percy Wetmore in the film adaptation of Stephen King's novel, The Green Mile (1999). He has also appeared in popular TV shows like The X-Files, playing the character Eugene Victor Tooms. Additionally, Hutchison owns a production company called Dark Water Inc. He was born in Dover, Delaware and attended Bishop Foley High School in Michigan and Apple Valley High School in Minnesota. He also studied at the Juilliard School in New York City.
