Todd Grant Kimsey (June 6, 1962 – September 16, 2016) was an American film, stage, and television actor. He appeared in over forty television roles and had notable film appearances in movies such as The Perfect Storm (2000), Planet of the Apes (2001), and Hidalgo (2004). Kimsey gained recognition for his guest-starring role as Ned Isakoff, Elaine Benes's communist boyfriend, in the 1994 episode 'The Race' of the popular TV show Seinfeld. He was also featured in Rolling Stone magazine's '100 Best Seinfeld Characters' in 2014. Additionally, Kimsey made an appearance in the Sliders episode 'To Catch a Slide' (1999). Born in Athens, Georgia, Kimsey graduated from Clarke Central High School before earning a bachelor's degree in theater from Florida State University (FSU).
