William Salyers is an American actor known for his work in both vocal performances and live-action roles. Born and raised in Pawhuska, Oklahoma, he graduated from Pawhuska High School in 1982. Salyers is recognized for his notable voice acting roles, including Reverend Putty and Mr. Littler in Moral Orel, Rigby in Regular Show, and Otto Octavius / Doctor Octopus in the 2018 video game Spider-Man. His voice work extends to other projects, such as portraying the Penguin in Batman: Return of the Caped Crusaders and Batman vs. Two-Face, Virman Vundabar in Justice League Action, Truman Marsh in Avengers Assemble, Hoffman in Back 4 Blood, and Bruce Banner in Marvel's Midnight Suns. Salyers has also appeared in the film Bedazzled and the television series Judging Amy.
